I can't seem to access the different characters to talk to them.



I'm at Lv. 3 in all realms and can only do battles. Unless that's part of the game: do I need to get higher in level to resume speaking?

Yes correct, if you can't talk with anyone it means you need to do more battles to unlock new dialogues.
